東京都とエジプトのカイロ県との友好都市提携の象徴として、東京都が建設しカイロ県に寄贈した。ヘルワン地区の「10月6日公園(第4次中東戦争の開始日を記念したもの)」の中に、内庭として整備されている。
江戸大名庭園をモデルに、現地に既存していた池を庭園の中心とした。またカイロ県からの要望である芝生広場を設けて、池と共に主要部分とし庭門、四阿、石組、延段を配置している。
庭園の計画面積が広い割合に予算が少なく、とても実現しそうもないと思われていたが、㈱鹿島建設エジプト営業所長の理解とその積極的な協力により実現した。
カイロ付近には、日本庭園に向く良質な自然石がほとんど無くシナイ半島全域を3000km程探し、オアシスのある集落の周辺で良質の青石(粘板岩)を見つけ、石組みに使用した。

The Helwan Japanese garden was donated by the city of Tokyo to Cairo as a symbol of the partnership and goodwill between the two cities. It was constructed in a courtyard of the Sixth of October Garden, a memorial park commemorating the outbreak of the 1973 Yom Kippur War between Egypt and Israel.
The garden design was based on the Edo-Daimyo garden style, and an existing pond was used as the centerpiece. Cairo had requested that grassy space be incorporated into the design. A garden gate, an arbor, stone arrangements and Nobedan paving stones were all installed together, with the pond as the main attraction. As the budget was small in light of the expansive site area of the garden, there was some skepticism as to the feasibility of the project plan. However, with positive attitudes and support from the directors of the Egypt branch of the Kajima Corporation, the project was successfully completed.
Finding good stones for the Japanese garden near Cairo proved difficult. The entire Sinai Peninsula – nearly 3,000 km. – was searched, until appropriate blue-green stones were finally found near a village with an oasis. These stones were used in the arrangements.
