1991年、英国のジャパンソサエティ創立100周年を記念して、日本の伝統及び現代芸術、科学技術、スポーツなどを幅広く紹介する文化事業「ジャパンフェスティバル1991」が開催された。その事業の一環として、日英両国の関係者により後世に残る日本庭園の建設が構想され、依頼を受けた京都商工会議所が京都府、京都市からの助成と地元経済界への資金協力を依頼し、京都造園業界が挙げて伝統技能と現代技術を結集して建設された。
 建設地であるホランド公園内の地形を利用し、中心部に約600平方メートルの池を設け、滝、石造りの八ツ橋、州浜、飛石、乱杭が配されている。池の周りには園路を巡らし、岬・雪見・六角生込の各灯籠、布泉手水鉢、ししおどし等が設置され、また野点広場も設けられている。三段に流れ落ちる滝は深山幽谷を、池は広大な海の風景を表し、日本の雄大な自然景観を凝縮表現している。
 庭園は日本と英国の永遠の友好の象徴として英国ロンドン市ケンジントン・チェルシー区に寄贈された。日常の維持管理はホランド公園を所有・管理しているケンジントン・チェルシー区が行い、剪定など日本庭園独特の維持管理は京都の造園技術者の協力によって行われている。池には地域の方々によるホランドパークを愛する会から贈られた錦鯉が放たれ、結婚式にも利用されたり、散策する人の姿が途絶えることなく、日常の安らぎの場として愛されている。

In 1991, the “Japan Festival 1991” took place in London. This cultural project aimed to introduce Japanese tradition, contemporary art, science and sport to the UK, and also served to mark the century that had passed since the founding of Japanese society in the UK. A Japanese garden was planned as part of this project. The garden was intended to be passed from generation to generation by parties in both countries. The Kyoto Chamber of Commerce and Industry was committed to the project, providing funding from Kyoto prefecture and the city of Kyoto and cooperating with the local business community. As a result, the garden was constructed using traditional skills and modern techniques. They utilized the landform of the construction site in Holland Park, setting up a nearly 600-square-meter pond in the center area. A waterfall, a stone bridge, Suhama, and stepping stones were also installed, as well as a walking path around the pond. There are garden lanterns in the Misaki, Yukimi, and Rokkaku-dori styles, in addition to a Tsukubai and Shishi-odoshi (bamboo pipe). An open space was created as well. The waterfall descends in three steps, representing a deep valley in a mountain, while the pond represents a broad seascape. Together, they are a compact representation of Japan’s magnificent natural scenery. The garden was donated to Chelsea and Kensington in London as a symbol of eternal friendship between Japan and the UK. Ordinary maintenance and management have been taken on by Holland Park, to which the garden belongs. However, the Japanese garden needs work such as pruning to maintain its original form, and this is undertaken by craftsmen from Kyoto. The pond has been stocked with Nishiki Koi, a gift from a local club. The garden is also used for wedding ceremonies, and there are always visitors strolling around. It is well-loved as a peaceful retreat from daily life.
